It would seem that the bureaucracy is winning out over theocracy over in China. I must admit that they have a novel approach.
Tibet’s living Buddhas have been banned from reincarnation without permission from China’s atheist leaders. The ban is included in new rules intended to assert Beijing’s authority over Tibet’s restive and deeply Buddhist people.
That's right. There will be absolutely no reincarnating without a permit.

The permit is not the problem...
...it's the documentation of every past life that's a bitch. I mean, the Chinese bureaucracy goes back a couple thousand years...you know what the search fees for digging up all that information would be? Sheesh.
