The Crazy Talk Convention
As a recovering Libertarian, I can tell you that sometimes unworkable ideas look pretty good on paper. Then again, you have to wonder what kind of people think the platform of The Constitution Party looks good on paper. Perhaps they don't read.

They just had their convention, highlighted by an attempt by Alan Keyes to hijack their party, ala the Reform Party and Pat Robertson--if any of you remember that.
Keyes, whose apparent claim to fame is as a national figure who loses elections, couldn't even win that election. They elected this guy http://www.chuckbaldwinlive.com/ Chuck Baldwin, "a Radio Talk Show host, syndicated columnist, and pastor dedicated to preserving the historic principles upon which America was founded." In for a penny, I guess.
Read that platform, though. It's long, but it just gets crazier and crazier. If you look to your right--way to your right--you will see the people who still support President Bush. Now, go past them about 16 miles, turn right, and dig until you hit water. Then dig some more.When the water starts to cover your nose, you're in the right neighborhood to find the Constitution Party.
At least the Libertarians have someone to laugh at for being unrealistic.

The Constitution of the United States provides that "no religious test shall ever be required as a qualification to any office or public trust under the United States." The Constitution Party supports the original intent of this language. Therefore, the Constitution Party calls on all those who love liberty and value their inherent rights to join with us in the pursuit of these goals and in the restoration of these founding principles.
If you can make that all add up--you might be a Constitution Party member.
It gets better, though. These strict constitutionalist Christians want to be sure an preserve the rights of the people. Particularly to oppress and/or outlaw people they don't like. After an anti-abortion diatribe, they move right on with an obscurely worded article about the need to protect the country against AIDS.
Criminal penalties should apply to those whose willful acts of omission or commission place members of the public at risk of contracting HIV / AIDS

Context is everything
Read the rest of the platform. They definitely would like to be in a position to legally sanction "perverted" individuals.
Not to mention pretty much any local minority that offends them.
I have heard of, and do generally accept that HIV-positive persons essentially purposely spreading the disease are committing assault. I don't hear much disagreement with the idea when it comes up. That's why, and in context, I think it's more about 'teh gays'.

I wonder what activities they feel the government is subsidizing that encourage perverted or promiscuous sexual conduct? The obvious comes to mind, like abortion and distribution of condoms in schools and other government orgs, but who knows what else they could come up?
Maybe they could start with dismantling the Catholic priesthood, and then work to eliminate internships at the White House? Oh, and cancel Spring Break! :-P

Remember that both those lines come from the section on AIDS. I somehow intuit that they aren't associating this to allude to, say, heterosexual unsafe sex.

I doubt this is what they're referring to, but if I'm not mistaken people who know they have HIV/AIDS and have unprotected sex without disclosing this to their partners may already be criminally charged for placing their partner at risk. Have you ever heard of this?
